Whenever a thorny problem has arisen political leaders will make great speeches to explain their wisdom in trying to meet the needs of all parties concerned with the problem. They will cite history and precedent and use glowing examples that highlight the thoughts and ideas of others, but in the end they will say and do absolutely nothing.
